Each country has a postal and telecommunications board that can inform on operators offering a fiber connection at your location.
Fiber status on your location depends on whether a so-called metropolitan area networks or any other type of fiber connection exists. For example, in Sweden, the metro networks were built by the energy companies. In other countries, the fiber networks is usually built by local operators.
The connection cost for fiber to the house or area varies with location.
